What is Oregon Trail School District doing to provide a safe, secure environment for students and staff?

Oregon Trail School District is a frontrunner in implementing school safety measures Oregon Trail School District’s comprehensive efforts have put us ahead of recommendations proposed in 2015 by Oregon’s Task Force on School Safety, and the recommendations proposed in December 2018 by the Federal Commission on School Safety.

    • Establish and fund a statewide tip line, allowing students, families and others to report information about potential threats.
      • Oregon Trail School District students, families, and staff use the district’s Speak Up for Safety  incident reporting system to report tips on threats of violence, bullying, peers in crisis, or other  imminent concerns that affect students’ well-being and security.
    • Establish and fund a statewide threat assessment system to identify, evaluate and support students who present a potential risk for violence and self-harm.
      • Oregon Trail School District counselors and administrators use a comprehensive threat assessment tool, and processes are in place for responding to threats of violence.
    • Fund and develop a statewide school floorplan database to store facility information for Oregon Schools to enhance the readiness of first responders.
      • Local first responders have access to all Oregon Trail School District school floor plans.
    • Establish standardized terminology for emergency response and drills for all Oregon schools.
      • Oregon Trail School District staff is trained in the National Incident Management System (NIMS) that provides a common approach and terminology across agencies for managing incidents. District Emergency Operations Team members were trained at FEMA’s Emergency Management Institute, and School Emergency Operations Team members participate in on-going training and exercises.
    • Provide access to mental health counseling
      • OTSD counselors and key staff participate in Mental Health First Aid training that provides a basic understanding of mental health issues, and the district has a systematic process to assess threats of harm to self and others. Our School Based Health Center provides primary medical care as well as mental/behavioral health care and/or referrals for K-12 students.
    • Support character development and a culture of connectedness
      • The Positive Behavioral Interventions & Support (PBIS) program, implemented in all K-8 schools, promotes a positive, safe school environment by supporting the academic, social, emotional, and behavioral competence of all students. Our middle and high schools build positive school climate through their advisory classes and other engaging school activities.
    • Address childhood trauma
      • OTSD staff is trained in Trauma Informed Practices that help them understand and support children and families that have experienced traumatic events
    • Employ trained School Resource Officers (SROs)
      • OTSD employs two Sandy Police SRO’s that provide services to all OTSD schools.
  • The Oregon Trail School District maintains a comprehensive all-hazards Emergency Operations Plan in collaboration with local police and fire agencies. The plan was adopted by the school board in 2011, and Emergency Operations Teams were created at every school.  
    Emergency response training is ongoing across the district. Administrators are trained in FEMA’s Incident Command System, and our school Emergency Operations Teams participate in a variety of trainings and exercises. School staff are trained to initiate Run, Hide, Fight protocols in active shooter or other dangerous intruder situations.  

  • The Sandy Police Department performs periodic vulnerability assessments, through a public safety lens, at all Oregon Trail School District buildings and campuses - resulting in security upgrades that  include: a single point of entry at each school, perimeter fencing, video intercoms for visitor entry to schools, and automated lockdown/alert systems. 
    All visitors must enter through their school’s main entrance vestibule and be cleared by staff before entering the school. School building exterior doors remain locked throughout the day.

  • If it is determined that a potentially dangerous situation is outside/near a school, the school will remain locked, the building will be monitored, and no one will be allowed to enter or exit the building until the situation is resolved. If it is determined that a potentially dangerous situation is inside the building, staff will initiate a trained Run, Hide, Fight response for safeguarding students. 
    Depending on the crisis situation, students may be:

    • secured within their classroom or another location within the school building,
    • secured at an outside location on school grounds, or
    • relocated to an off-campus site for reunification with family. 
  • The Sandy Police Department has trained and prepared school staff to respond to a safety/security threat using Run, Hide, Fight protocols, including techniques for defending against an armed intruder. All students K-12 are instructed by their teachers, in an age-appropriate manner, to follow Run, Hide, Fight protocols. In the event of a threat, any school staff member has the ability to call a lockdown. 

  • OTSD students in grades 6-12 participate annually in the Say Something initiative. Say Something teaches students how to look for warning signs, signals, and threats—especially in social media—from individuals who may want to hurt themselves or others, and to Say Something to a trusted adult to get them help.

Preparathon Week 1: Learn OTSD’s guidelines for parents to follow in a crisis

  • A school emergency can take many forms: a natural hazard, such as an earthquake or severe weather event; or an intruder in the school. We all hope it never happens, but we steadfastly prepare in case it does.

    In a school emergency, the first instinct as a parent is to pick up the telephone and call the school or rush to pick up your child. The truth is, this only complicates matters from a  safety and security standpoint.  Your best action is to stay close to your phone/device, and wait for updates and instructions. 

    1. We must keep phone lines open for emergency responders. Please do not call the school. You will be informed as soon as possible through various channels.
    2. Students may use their cell phone to send and receive text messages, but they will be asked to silence their phones or turn them on vibrate and to dim their screen. Please do not call your child’s cell phone.
    3. School access routes and entrance areas must remain clear for emergency vehicles. Do not immediately drive to the school. It is possible students will be relocated to an off-campus site for family reunification. 
  • During emergencies, heavy demand for communication services can quickly exceed the capacity of existing systems, limiting user access or shutting them down entirely. During a natural disaster,  access to and functionality of communication equipment and infrastructure may be limited. With that in mind, the district will attempt to initiate communications through various channels, including but not limited to:

    • ParentSquare: text, email, voice message, app
    • District/school website alerts
    • Social media: Facebook and Twitter
    • Flash Alert 
    • Reverse 911, if activated by a local emergency response agency
  • Please make sure your child’s school has accurate emergency contact information, including phone and email. Also, be sure to designate who may pick up your child from school in your absence.

  • Sandy Police officers have trained and prepared our school staff to respond to a security threat using Run, Hide, Fight protocols. All K-12 students are instructed by their teachers, age-appropriately, to follow the protocols.

    • If it is determined that a potentially dangerous situation is outside/near a school, the school will remain locked, the building will be monitored, and no one will be allowed to enter or exit the building until the situation is resolved.
    • If it is determined that a potentially dangerous situation is inside the school, staff will initiate a Run, Hide, Fight response to safeguard students.
  • The nature of a school emergency dictates the protocols school officials will initiate as a means to ensure the safety and well-being of students and staff.

    • relocated to an off-campus site for reunification with family.

    Please note: All parents or designees wishing to pick up students during a family reunification will need to show a photo ID.

Prepare-a-thon Weeks 2 - 10

  • WEEK 2: DON’T WAIT. COMMUNICATE.
    It took six months for the last child to be reunited with her family following Hurricane Katrina.

    It may seem scary to talk to your children about emergencies, or maybe it just never seems like the right time. That’s normal. But thinking and talking through worst-case scenarios can help prevent them from becoming worst-case realities. Ultimately, children will feel safer knowing what to do and understanding that adults are equipped to protect them.

    Create a Family Communication Plan:

    Provide a copy to each of your family members
    Place one in your emergency kit
    Put important numbers in your cell phone(s)

    Scary Simple: Text during a crisis

    Know your neighbors:

    Getting to know your neighbors can be helpful in a crisis because, after a disaster occurs, the people in closest proximity to you – and the people who will be able to help you most immediately – are your neighbors.

    Emergency alerts:

    Purchase a NOAA radio and extra batteries to make sure you receive emergency alerts. NOAA Weather Radio All Hazards (NWR) is a nationwide network of radio stations broadcasting weather service warnings as well as other hazard information 24 hours a day, 7 days a week.  Also, tune to 1660 AM for information/updates about local emergencies.

    OTSD Crisis Communications:

    During a disaster OTSD will attempt to communicate with families through our typical communications channels, depending on power and/or internet access. Channels could include: ParentSquare app/text/email, phone, website, Facebook, Twitter, and FlashAlert. If typical communication channels are down, we will post information at each school and other key community sites.

  • WEEK 3: START BUILDING YOUR STAY KIT

    Red Cross: How to Create an Emergency Preparedness Kit

    It won’t happen here: We like to think we live in safe neighborhoods, but the reality is that disasters pose a threat to everyone. While an emergency plan/kit cannot prevent the emergency, it can mitigate its effects, especially its harm to children who are dependent on parents/caregivers for their safety.

    Stay-Kit items

    A Stay-Kit is a kit you keep at home with items to get you through a disaster. This kit should consist of at least 72-hours worth of supplies, but preferably 2 weeks worth. Consider what you would want if you could not shop at a store in the aftermath of a disaster.

     

  • WEEK 4: KNOW THE EVACUATION LEVELS

  • WEEK 5: HOW MUCH TIME DO YOU SPEND ON THE ROAD?
    Go-Kit items:

    A Go-Kit is a kit of items you can take with you if you need to quickly evacuate. Many people store a Go-Kit in their vehicle as well as in their house. The kit can come in useful if you are stuck somewhere with your vehicle.

    This week make sure you have the following items stored in your vehicle or in a place that you can easily grab should you need to evacuate:

    • Extra change of clothing and shoes
    • Hygiene supplies, such as hairbrush, toothbrush, toothpaste, etc.
    • 1st aid kit
    • Whistle
    • Flashlight
    • Body warmers; thermal emergency blankets
    • Water; protein bars

    Commuter Emergency Plan: Make sure you have a plan for traveling between work and home, and other commonly visited locations, in case of an emergency. Before an emergency happens, list your normal and some alternative routes you can use to get to your destinations. Keep a copy of this plan in your wallet or another safe place where you can access it in the event of a disaster.

  • WEEK 6: WHAT SUPPLIES WOULD HELP YOUR CHILD FEEL COMFORTABLE?

    This week, build your child’s Go-Kit:

    • Child ID Kit
    • Family photo
    • Protein bar/snack
    • Water
    • Small toy/activity
    • Glow stick
    • Hygiene supplies
    • Socks, gloves
    • Medicine
  • WEEK 7: WE CAN ONLY SURVIVE A FEW DAYS WITHOUT WATER

    How to store your own emergency supply of water

    This is the most important item in your emergency kit!
    Store at least one gallon of water per person per day, and add an extra gallon per pet.

    Also this week – continue to build up at least a 72-hour supply of food for family members, or be even better prepared with a two week supply. Think about canned food that you would be willing to eat cold. Some good canned food options are tuna, chicken, and baked beans.

  • WEEK 8: PROTECT YOUR CRITICAL DOCUMENTS

    KEEPING FAMILIES SAFE: Your Family Needs an Emergency Binder

    Being ready for a disaster is more than storing water and supplies. You also need to safeguard your finances and important papers.

    Important Papers:

    This week scan the following documents and save them to a flash drive to keep in your go-kit:

    • Proof of insurance (home, health, and vehicle)
    • Birth certificates
    • Marriage records
    • Wills or powers-of-attorney
    • Savings and checking information
    • Credit Card customer service information (if you need to cancel a card but do not have the card it is good to keep in a safe place)

    What do you know about your insurance?

    • Ask your insurance provider: What types of disasters are covered in your plan?
      • Do you have coverage for fires, earthquakes, floods?
    • Create a list of your valuables along with photos for documentation. Focus your energy on high-value items and continue working on your list as you find the time.

  • WEEK 9: TAKE CARE OF YOUR FURRY FAMILY MEMBERS DURING A DISASTER

    How to Prepare a Pet for Disaster

    Yes, your best furry friend also needs an emergency supply kit! (Unless you plan on feeding him your canned tuna.)

    If you are like millions of animal owners nationwide, your pet is an important member of your household. Whether you decide to stay put in an emergency or evacuate to a safer location, you will need to make plans in advance for your pets.

    What’s the most important emergency item for your pet? A collar with identification!

    Other important items to prepare this week: 

    • A picture of you and your pet together
    • Pet sanitation supplies (litter, plastic bags)
    • Any medicines your pet takes regularly
    • A pet crate and bedding
