OTSD takes great care to be the best steward of public funds and is financially sound. The District’s careful financial management is evident in its attainment of the highest credit rating that can be assigned to an Oregon public school district. While districts across Oregon have experienced staff and program cuts over the past decade, OTSD has modestly added staff and programs, improved student achievement, and drastically increased graduation rates.

In 2008, the Oregon Trail Community approved a bond to build our new Sandy High School. The school was built to accommodate robust Career & Technical Education (CTE) programs-of-study that align with high-wage jobs and industry needs. Sandy High now offers 8 CTE programs; the most CTE programs offered in any comprehensive Oregon high school. A 2023 regional assessment ranked the SHS Manufacturing program as the best in the county. Since the school opened in 2012, our graduation rate has increased by 25%, with a 92% graduation rate in 2023, and a 99% graduation rate for CTE students.

OTSD was a good steward of the 2008 facility bond funds. Smart fiscal and project management enabled the district to complete all bond-designated projects on time and within budget, while also saving taxpayers $10 million through creative bond refunding.
